Regional Office CSO Specialist
– Zaghouan
Background
TADAEEM project is implementing USAID's Tunisia Accountability, Decentralization and Effective Municipalities. This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. The project, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 10 provinces, 30 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country. Outside of Tunis, the project will hold 4 regional offices. The project seeks to recruit a CSO Specialist for each of these offices.

Objectives
The position falls under the objective 1 of the TADAEEM project, which aims at Improving citizen participation in and oversight of key government functions.
Specific Tasks and Duties
The Kairouan Regional Office will oversee the work of Zaghouan CSO Specialist related to capacity-building with specific attention to the following areas:
• Identify CSOs and their main activities in the region;
• Provide technical guidance and support to TADAEEM program staff and participant CSOs and their staff;
• Lead program outreach to ensure participation of wide variety of CSOs including those in remote locations;
• In collaboration with the regional manager, develop strategy and selection criteria for all sub-grants to CSOs in the region.

• Provide expertise, mentor and coach sub-grantees to ensure quality implementation;
• Provide CSO capacity building as prescribed in the TADAEEM methodologies;
• Conduct workshops and training events as required;
• Support the TADAEEM project in regional or national CSO related activities;
• Report on a regular basis to regional manager & other designees;
• Submit prompt response to USAID;
• Support TADAEEM program development (work plan, strategies, success stories, newsletters, regular report, etc.);
Qualifications
• Bachelor’s degree in management or equivalent and relevant to the position.
• Minimum 5 years of experience in civil society development, civic engagement, network and coalition building;
• Experience building the capacity of local organizations and knowledge of capacity development methodologies;
• Demonstrated knowledge and understanding of relevant CSO networks and organizations in Tunisia;
• Fluency in French and Arabic required, Fluency in English is desired.
Reporting Requirements
The Regional CSO Specialist will report directly to Regional Manager and Project Leadership as mandated by The Director of Governance or The Chief of Party.
